For most HP vs $ should I build a 383 stroker or rebuild a 400 sbc, don't really know how much HP a 400 make

A 383 stroker makes about 425 to 500 HP but it cost about 1500.00 to rebuild myself and I can rebuild a 400 for around 1200.00 but I have no ideal how even a stock 400 even put out??
