Is the American legal system a complete joke?

It has certainly been this way for me. I'm in the middle of a divorce, my husband does not support me even though a judge ordered him to do so. I go to court and nothing happens, I don't even have the opportunity to speak to the judge. The lawyers do the talking, we get the bills.
