Good cameras for cheap?

Hey I am greatly influenced by Quentin Tarantino, and I want to make movies. I want to buy a cheap camcorder to start out with, and I need some basic special effects, blood, and whatnot. Can you recommend a good camcorder to start out with (preferably in the 100-250 range) and some home made special effects? Also, if you are in the Toronto, Canada area and want to act in a movie you can email me. Also if you have any ideas for a movie, I can write you a script and email it to you. Many thanks.
