Where can I find IRC or International reply coupons or Where can I buy them in the Philippines? What place?

I'm from Philippines, Pangasinan, Gabon. and I wrote to a company in Japan. It says that if you will write to them you will need IRC or International reply coupons but I cant find it in our place or in the mail post....please help me....please reply ASAP..Thanks
